I just arrived here about one month ago. Not familiar with this place.
Do you have any shops like BOOTS in UK that offers various makeup choices or any shopping website?

Make-up heaven is in Galleria Inno, both the one in Rue Neuve or the one in Woluwe Shopping Center have a vast choice and you can try any perfume you like.
You can go a drugstore called het Kruidvat or Di. There is also planet Parfum and Ici paris XL.
See if they have Mary KAY

Exchange policy for cosmetics at target?
i bout maybelline concealer and its a shade too light but i did open it and test it (hardly used at all) so if i go back tomorrow with the receipt, can i exchange it for the same product (in different shade) or will i have to pay extra?Exchange policy for cosmetics at target?

No, as long as you didn't use it, and you have a receipt, they should let you exchange it for a better shade that's actually your color. Target has a decent return policy.

Eve used the C-SHOCK line which is limited edition right now at MAC. I LOVE the ';out to shock'; lipstick which is a silvery pale pink colour...extra hot with summer tanned skin. Its all about colour this time so dont miss out on the vibrant eyeshadow too!

because, even though their stuff is cheap, there's not really a way they can negotiate the price with the united states postal service. sometimes, though, e.l.f. has promotions, like buy 50 dollars worth of stuff, and get free shipping. keep on the lookout for them!

It's not exactly what you're looking for, but have you ever heard of ELF? It's got really good quality products that are all 拢1.50, and you can usually find special offer vouchers online, lots for free postage, BOGOF, etc. I can def recommend them for very good value make-up!

bioelements- they don't even use animal product in the makeup. most do.

My favorite makeup as an professional makeup artist is TRUCCO. It's a professional line sold in high end salons. It's made by Sabation. It's not only animal free testing but long lasting and flawless finish. i use it on brides and prom girls. I love to share my skills with women to inhance thier natural beauty.
Go to www.peta.com and search for cruelty free products. You can also check the labels of the product but some give tricky answers like 'finished product not tested of animals'. This does not mean that products in that were not tested on animals.
