if you have parental consent then it is at the tattoo artist's discretion whether to tattoo you or not. Most reputable artists will not tattoo anyone under 18, even with parental consent.
And that is what permanent make up is: a tattoo.How old do you have to be to get permanent cosmetics?
In the U.S. you have to be 18...
