The correct pH should be 5.5 to restore the needed elasticity and collage to the skin.
Depends on what cosmetic product you are trying to make. The PH of the skin is about 5.5, which is slightly acidic. Anything higher than 5.5 (5.6-14) is considered Alkaline and therefor not an acid. I would think about a 3 PH would be good for most facial cleansers and products.
